    If users don't need to modify anything else on this page, you can simply remove permissions for the entire page by excluding page 9176 from their permission set.

    Alternatively, if user's do need to modify other things on this page - permission sets can be used to restrict most of the settings in the My Settings Page, with the exception of the Work Date. If the Work Date also needs to be restricted, the only option available is through customization.

    you could use configuration package to export all permissions and try to find if any of those controls work date. Then you could create a new permission set that exclude that permission and assign to a user.

    As far as I know the work date access cannot be controlled with permissions.
