HI,
Planning to upgrade from CRM 2016 8.0 to dynamic CRM 365 9.0 on premise. Do I need to apply service pack 2(8.2) before upgrading it to 9.0.

you can in-place upgrade to Microsoft Dynamics CRM Server 2016 using using a product key. Finally, apply December 2016 Update for Dynamics 365.

Yes, you will need to upgrade to Dynamics December 2016 Service Pack(v8.2) before upgrading to Dynamics 365 Server(v9.0).
