We'll upgrade to Dynamics 365 8.2 first and then will try to upgrade to 9.0 if it's possible.
But it's still not clear for me about the licenses, if we do upgrade to 365, shall we buy a new licenses for "the Customer Service team" and "Sales team"?

If you want to upgrade to v8.2. That's ok.Just follow the ms official docs do it step by step.
Dont do it. Just dont!
I think you will have to Upgrade to 2015 and 2016 (8.2.3 or 8.2.2) first.
Then you'll have to upgrade to Version 9 on premise which is impossible at the time. I've not seen someone who managed to do so.
