Bottom Personalize is not available

Hello everyone,

I have the following case for one of our tenants, when I want to personalise any pages I see that the bottom for that is not available as you can see in the image below:

I'm using a user with SUPER permission and for another tenant of our company, this option is available.

In both tenants I have the SUPER permission, I'll appreciate any answer that can help to figure out what's happening.
