Im guessing nothing happens when you try and login.
Try and follow this article to get the latest CRM Tools. I believe it solved my issue as well.

What version of Dynamics 365 are you on, and what version of Plugin registration tool?
There was a temporary glitch today in which some data centers were not accessible.
Do you still have the issue? If so, are you receiving any error when you click login?

What error you are getting ? Which SDK version of plugin registration tool you are using?
Seems there is a mismatch of SDK version in plugin registration tool.
I was facing the same issue and the reason was a mismatch between the Dynamics 365 version and the version of the Plugin Registration tool. I'm using the Dynamics 365 v9.0 so I found that I should update the SDK. Refer to the link and download the latest SDK version - https://docs.microsoft.com/en-us/dynamics365/customer-engagement/developer/download-tools-nuget.
