How to consume transfer order service

Please am trying to send a transfer order from  NAV using webservice, but I run into this error:
Property "Editable" for Transfer-to Code is invalid!
 
I went to the Development environment and on the transfer-to property, I changed it from (Status = Status::Open) AND EnableTransferFields) to TRUE
But I still get the same error. Please someone help me resolve this issue
