For Visual Studio, your licenses seem to be sorted. However, there are two categories of Visual Studio licensing that is available. This is a separate license.
You can get the Visual Studio 2015 Subscription through either of the following programs:
- Visual Studio Professional Edition subscription (Which you already have)
- Visual Studio Enterprise Edition subscription (Can upgrade to)
You get Windows Server 2016 licenses which limits you to 5 users per license with the above program, if you wish to use it. This is specifically for all the developers who work on the development VMs. You can evaluate the WIndows licenses using the Windows evaluator tool.

(Assuming these are Dynamics FO On-Premise virtual machines residing on the Azure platform that you have visibility to).
