Project Invoice Proposals
Is it possible to have a user be able to Approve/Reject workflows, but not allow the user to submit a proposal to workflow?

Thank you for the question - part of the problem here lies in preventing a particular user from being able to submit project invoice proposals without preventing access to the project module or some of its additional functions. The user to approve would still need to be able to review and access the invoice proposal (which is my immediate thought). It may be possible through experimenting with creating a custom role.

Wf approve/reject and submit are have separate menuitems. You can find related menuitems on standart roles. Then create a new role and add menu items you want
If you need a pure technical solution, you can write some custom code on "CanSubmitWorkflow" method of the table or form and prevent users based on some logic.
Otherwise you can try by removing submission menuitem from the user role.
