machine with fixed running time for specific quantity range

I have a machine that can produce 500 kg in 1 hour. But if I only fill 200 kg into the machine, it still takes 1 hour. How can I set in the resource that between 1 and 500 kg always 1 hour is needed for?

    I don't think it's possible with standard route consumption calculation methods as all 4 of them are quantity dependent.

    The only workaround option I could think of is to use setup time instead of run time as it does not change with quantity being produced.

    Thank you for your answer.

    I also had the idea of using the setup time instead of the runtime, but then I can only ever map a fixed time. If I can produce 500kg in 1 hour, but produce 800kg, the machine runs theoretically 2 hours, but the setup time remains at 1 hour because it's fix.

    then I probably can not avoid an customization as it looks like

    Yes, setup time does not change with quantity, run time does.
