RE: What licenses do I need?

There are three type of access on Dynamics365:
- Full access. This allows reading data but also Create, Update and Delete records. For this, any full license (Sales Premium, Sales enterprise, Customer Service Enterprise) will allow you to access the related apps.
- Read Access. This allows reading data but not Create/Update/Delete. Also, you will need either to use one of the pre-defined apps (Sales team Member, Customer Service team member, with a Team Member license) or build your own app (Model Driven or Canvas, with a PowerApps license)
- Administrative Access. In this scenario, you only get to manage settings on the environments: User configuration, SystemJobs, Storage jobs, etc. For this, you need one of the global administrator roles (Global Admin, Power Platform Administrator, Dynamics 365 Administrator) and switch access type from "Read/Write" to "Administrative" on each environment.
