Business Rules - Security Role requirements

What permissions does the security role need in order to fire Business Rules in CRM 2013? I created the rule and it works for me (Sysadmin) but not for other users. I tried enabling the 'Activate Business Rules' permission but this did nothing.

    Business Rules can be configured per form - is it possible you (Admin) are seeing one form while other users are seeing another?

    The Scope is set to 'All Forms'.

    I guess it was the Process permission under Customizations. Once I gave Read permission the rule fired. Makes sense.
