When configuring additional languages on the portal, language specific content for the "Web pages" & "Web Link Sets" etc. are not created. Any help or suggestions what might solve and/or cause this problem

Yes I did, in my case it seemed that the workflows that creates all the language records did run because it said that the instance was in "Administration Mode". The weird thing was that the instance was not in "Administration Mode", so I enabled administration mode then disabled it again and this fixed the problem for me.
In your case I believe that these workflows only fire when you enable a new language from the "Website" entity not when you create a new webpage afterwards, at least in my case it does not.
