Does anyone know how to get access to the data loader tool now? It does not appear in the admin center any longer.

Currently I have no active CRM Online to test, only have trial and it shows me error, but probably you can try this.

Your steps are correct and you can login from there with your credentials for the online environment and have access to the data loader functionality.

Does anyone have any idea what in the heck happened to this tool? It disappeared from the face of the earth and is next to impossible to find any information on now.

The Data Loader service is available as a preview only for Dynamics 365 (online) organizations in North America. You can find more information on it here.
As an alternative, you can use a 3rd party tool for Dynamics 365. Try Skyvia - it is a no-code data integration product with a freemium model.
