The software requirements documentation for Dynamics 365 doesn't list Azure SQL DB or any other Database as a service platforms. There are numerous Database as a service offering that are available on different platforms like Azure, AWS, GCP etc. however the supported ones are the only ones which have been documented and those are basically standalone SQL servers on Windows Servers operating system.
Additionally, the database as a service platforms do not allow such granular control over the DB or the infra hosting the DB like we need Sysadmin membership on the instance of SQL Server, being a member of the Administrators group on the local computer where the instance of SQL Server is located that will be used to store the Dynamics 365 for Customer Engagement databases and other local read/write directory permissions.

Due to such requirements Database as a service platforms would go incompatible with CRM on-premises. Hope this clarifies your ask.
