Purchase Requisition Workflow permission error

Purchase requisition workflow error:

Stopped (error): SysWorkflowQueue-resume X++ Exception: Work item could not be created. Insufficient rights for user Angela.Watson.

SysWorkflow-save
SysWorkflowQueue-resume

Appears it only works when the user has the admin role.
Checked menu item permissions for the WF tasks, but everything seems to check out.
Tried to debug the workflow, but the breakpoints don't hit on SysWorkflowWorkItem.create or SysWorkFlowQueue.resume.

Any ideas are welcome.

    if something is working for admin user and not for normal(non-admin) user, this seems clearly a permission issue.

    are you sure if you have attached all required permission for this workflow to particular user(Angela.Watson)..?

    Sohaib, indeed it is a permission issue :)  The user has ALL the roles, except system administrator.
