When entering Timecards in Business Portal I notice there is no ability to enter daily detail (PJLABDLY) like we can using the Time Detail (TM.DLY.00) screen in SL. Is this just a limitation in BP 4.0 or is there a configuration option or something I can change to enable this ability in BP?

It is a limitation in BP. You are not missing any configuration setting. I checkin in BP 5x and it's not available there either. There's always project Flex Time but it's not quite the same.
