Define Security for Multiple Branches inside a Business Unit

I need help setting up security for multiple Branches (30) inside a Business Unit.  This data is already loaded but I need the security to work a follows.  

Let’s just start with 3 branches   

Regional Manager – Has R/W access to all records for Branch 1, 2 & 3.  

Branch Manager – Has R/W access to all records associated with their Branch

Inside Sales Rep 1 - does not own any Company or Contacts but needs R/W access to FSR1 and FSR2 Accounts and Contacts. 

Inside Sales Rep 2 - does not own any Company or Contacts but needs R/W access to FSR1 and FSR2 Accounts and Contacts. 

*Inside Sales - own their Activities an only need to see theirs

Field Sales Rep1 - is the owner and needs R/W access only his records (Accounts, Contacts, and Activities)

Field Sales Rep2 - is the owner and needs Has R/W access only his records

Each user is associated with a Branch. 

Here is what I have started

I created a new Security Role called Branch1_ISR 

I created a new Owner Team called Branch1_ISR and added user: ISR1 & ISR2

**The big issue I am not sure how to associate this team to the FSR records.

    If you just want to use OOB security modelling, without writing (and testing) lots of onerous code to programmatically share records or create access teams on the fly, I think you will end up with a Business Unit per branch. Branch Manager can then have access to everything at BU level, Regional Manager can use Parent:Child BU level privileges.

    For the Inside Sales Reps, you create a different Security Role than the branch Manager that has BU level rights for Account and Contact, and User level for other things such as Activities.

    Loads of (relatively static) Business Units, four security roles, no teams needed.

    Thank you for your response we are considering this option.  We already have 3 "true" business units.  Each Business Unit has a different structure.  I was hoping with this BU for a way to share records based use off of Branch with out having to change what is already there.

    In the structure you described, will there be other FSRs that ISR1 and ISR2 are not allowed to see the records for?  Will you have additional ISRs that are not allowed to see the Accounts and Contacts owned by FSR1 and FSR2? 

    What I am picturing is that the Regional Manager will be in one BU, and beneath that are BUs for Branch 1, 2, and 3.  What I'm trying to determine is if you need additional sub-BUs within a branch to separate access even further or if security roles are enough.  You can define a security role for your FSRs so that they only have User-level R/W access to Account and Contacts.  ISR1 and ISR2 can then be in the same BU as FSR1 and FSR2 and have BU-level or parent-child-level R/W access to Accounts and Contacts which allows them to see the records owned by FSR1 and FSR2.  If you need to separate additional ISRs and/or FSRs beneath the Branch Manager then you may need another level of BUs to separate their stuff.  If no additional separation is needed then the Branch Manager can even be in the same business unit as the ISRs and FSRs.

    It sounds like you want ISRs and FSRs in the same business unit, but to only have certain ISRs to see the Account and Contacts owned by certain FSRs without having to create the additional level of BUs?  Is that correct?
