We just need to create a new DEV box with everything is already installed on PROD/SandBOx.
It is possible somehow to create a request to MS , so they can create such a box?
Or packages have to be deployed one by one on DEV env?

You can use the copy instance feature in the Dynamics 365 admin center to copy the Dynamics 365 application and all data from any instance to a Sandbox instance.
You can choose between either a full copy that includes all application data, users, and customisations, or a minimal copy that only includes users, customisations, and schema.
