How to allow Team Members to Create their own time sheets in Business Central?

Looks like resources or people who are not time sheet admins cannot create their own time sheets? do you know what permission controls this or how to remedy this?

    Hi, in the latest License Guide, it only says you can edit the time sheet by Team Member license.
