Best practices: overwriting a Guide using Guides migration tool?

I have two environments, Development and Production.

Edits to Guides are made in the Development environment, and then we would like to mirror these changes over to Production.

I am trying to use the Guides Migration Tool to overwrite a Guide, but the tool reports that an entry already exists, and that it is "skipping" the copy procedure.

What are the best practices to get past this error?

Would the following steps fix my issue?:
1. Deactivate and rename the Target Guide with (old material)
2. Use Windows Guides app to create a Copy of the Source Guide (new material) generating a unique ID
3. Copy the Duplicate Guide from Step 2 to Production environment
4. Rename the Duplicate Guide from Step 2 back to the Target Guide original filename
