Hello ,
I am unable to see Add or + option on the various settings like "SharePoint Document Locations" , "SharePoint Sites" , "Automatic Record creation policies" under the Environment settings for my Dynamics 365 tenant. I have Global admin, Dynamics 365 Admin and System Admin rights on the environment. Unable to manage any items created under any of these categories.

Could you please check the Access Mode (Administrative or Read-Write) for your user and let me know. You can check this information into Administration section on User form.
