These are the different concepts - perpetual and cloud, which are mixed here. In practice, there is generally:
- "subscription" or "perpetual" model of licensing
- location of the solution, which might be "on-premises", "cloud" or "hybrid"
So both subscription and perpetual licenses for some software can be in theory cloud or on-premises. E.g., you can have subscription model of licensing for NAV 2017 which you would locate on-premises.
As per your question: as far as I know, PowerBI is not offered with "perpetual" model of licensing, but only with a subscription model. You can have a direct monthly subscription ($9.99 per user per month) or use it as part of some of Office 365 plans.

After that, Power BI Pro is $9.99/User/Month.
