Why would [ProjPostedTransTable - limited to labor], have different entries than [ProjEmplTrans]?

Situation: Noticed my labor cost was too low for some (though not all) projects. 

I was using ProjPostedTransTable, limited to labor entries: There's my 'too low' number on an example project. 

Checked ProjEmplTrans: That has the correct number. 

In my example project, the missing entries were all of the type beginning balance. Though, ProjPostedTransTable labor rows has some of the beginning balance entries, just not all. 

1.) Why would ProjPostedTransTable be missing some labor entries, that exist of in ProEmplTrans? 


2.) Possibly related question -  we've never understood in the below GUI snippet, the difference between going to Teal - limited to by labor, and yellow.  Teal seems to use the [ProjPostTrans View], while yellow uses ProjEmplTrans. But more than 'why do they differ', it's a question of - why do they exist as two separate things?

    Seems to have been a transitory issue.  Not sure if the issue was something in FO, or something with our data warehouse.
