you can find the nuget package here: www.nuget.org/.../9.0.0.4-Preview
The following url contains all the developer tools that are part of Dynamics 365 v9.

You can download the tools using Powershell or as a Nuget Package.

You can download plugin registration tool from visual studio. Go visual studio and follow the below step to download the file.
Tool--> Nuget Package Manager--> Package Manager Console. Now just click on the Package Manager Console then it will open console in VS itself.
After that you need to copy and paste below command and hit enter.
NuGet\Install-Package Microsoft.CrmSdk.XrmTooling.PluginRegistrationTool -Version 9.1.0.167
You can see your file will get install in your local repository.
