that is the flexibility of offset account. It is depends on your scenario. It is not mandatory like in GL you have provide offset account always if debit/credit is balanced.
is not necessary that we use new line for debit and credit.
In addition, you will get offset account in inventory movement journal also, which you will debit or credit against inventory issue or receipt depends on your positive or negative quantity.
X++ is always support double entry. In case AP- payment journal vendor will debit or credit against offset account. it could be bank/Ledger/Customer etc.
In case AR- Payment journal is same for customer.
In case of GL - Offset account you can use as optional if you want to create 2 journal lines one for debit and another for credit.
if you want to make single line entry against debit and credit you can use offset account to balance the journal.
If you want to make journal voucher number different for each amount against different offset account for your business scenario u can.
when you upload the opening balance for GL and Item you could get more better idea for offset account how to nullify the control account.

I think you are referring to the offset account on journal names, journal table and journal lines.
The offset account on the journal names and journal table is used for defaulting the values on the lines. Once filled on the line, you can enter journal details on one line instead of 2 lines.
So if you need to post a transaction like:
- Customer 2112, Credit 600
- Main account 678000, Debit 600
You can enter the journal line:
- Customer 2112, credit 600, offset account: Main account 678000.
During posting the offset account will be used for the debit transaction.
