With Dynamics 365, Should You Be Able To Reassign A Workflow To Yourself?

The customer is on Dynamics 365 and is able in Procurement and sourcing to re-assign a workflow to him/her self. Does anyone know if this is a bug?

I appreciate any insight.

This is configurable. Look in System administration>>Workflow>>Workflow parameters. Check the flag on 'Approver'.
