Regardless of the license type, does the United States allow for a contractor in Russia to log in to Business Central?

    If you mean the Cloud version, the answer is yes.
    For example, the Cloud version is not released in mainland China, but I have tried to log in to BC in Japan and the US, and there is no restriction.
    Of course, if you want to limit it, it's also very simple.

    I'm not very sure about your question. According to the url of countries enabled for BC, you have Russia with onpremise solutions and the language in the appsource.
