Maybe it's a stupid question, but I'll ask again anyway. Are you sure you installation disk or file (or whatever) is good?
I ran into this same error. This will sound lame but I found it on several sites. Run the SQL 2008 R2 install from your desktop. I tried to run it from my downloads folder and it failed at the end but running it from the desktop allowed the install to complete successfully.
I remember seeing this.
Try turning off your firewall and right click on the installer and do run as administrator.
I'm pretty sure that does it.
Leave your sql alone, it has nothing to do with it.
Also, you may be running a bad installer. Try another copy.

Yes, I have tried: support.microsoft.com/.../888019. I am thinking that something with Windows installer 5.0 is an issue but I havent been able to reinstall it or rollback to 4.5.

in safe mode this is the error I get : Unable to install installshield scripting 1607

Try running a registry cleaner after running Add/Remove for the RMS program. I suggest CCleaner http://www.piriform.com/ccleaner

Thank you for the update.
It is possible that it could be a Windows Installer or InstallShield issue.
In most cases where this was specific to RMS, I found that it had to do with residual SQL installation files and registry keys. The steps above had resolved the issue.
