Hi,
I'm trying to find how to solve this issue in Nav 2013. Can anyone know how to solve this issue or guide me through the solution?

What report are you trying to use the filter on, and what field are you trying to filter?
Usually the max length for a filter in a report is much larget than 10, unless it is not a standard system-created filter but rather a "custom" filter in the Options Fasttab for example.
Can you detail where you are facing this issue?

The field I'm trying to filter is "Location Code" in a report for LS Retail Vertical. The odd thing is, I run the report in a local DB the report filter works fine.
I checked the report and there isn't any variable handling customizations for "Location Code" field.
I use NAV 2013, 2013 R2, 2015 in my local PC. I think it might be a matter of hotfix or an upgrade missing in the client's machine.
Ok so I'm going to guess here.
I noticed that the "Location Filter" in the Item table (and probably any other standard table that has the "Location Filter" field) has a length of 10. This means that if in your report you're the filter, it applies the filter onto a "Location Filter" field of a table (in order to calculate the inventory for example) during the execution of the report, you should get an overflow error like the one you're getting.
Could this be the case?
I am filtering the Item Ledger Entry table which it is a standard table. The Item Ledger Entry table has the Location Code field. That means every items entry records has a location code value. The length for this field is 10 in the table but regardless about this, I mention before that the odd things is when I try to do the same in my local database everything works fine.
Do you get the error when you preview the report or as soon as you enter the filter, it looks like the issue could be in the report code itself which may not be executing in your local DB because of the data and in the other database where you experiencing error might has more data which triggers the custom code which is throwing the error ?
Did you try to debug ?
The big deal is no matter if I make a backup from the server database and restore it in my local PC the report filter works.
Could you post the screenprint?
