I have a user who is trying to add a new payment Terms from Vendor Maintenance > Options > Payment Terms. The 'New' button is not accessible for her. She has a security role of Vendor Maintenance and Vendor Update.

assigning payment terms and
setting up new payment terms is an administrative function
Tools>setup>Company> Payment terms
You will have to assign the user the security task Company> payment terms setup
