You don't have access privilege for the record or the record has an owner. Please check first your privilege for the leads.

Could you please click on Download log to check the privilege missing?
Please share the log in this post.
If log does not show missing privilege name then follow below process to know the missing privilege -
Open Developer Tool (F12) -> Select Network tab-> Now try to qualify your Lead->Check logs in network tab to see the error details.

I would suggest to :
Click on 'Download log file' and check the details of error, to confirm if the missing privileges are for the logged user or other user (this happens often) and also to confirm which is the privilege missing that needs to be adjusted.
From the error message, it is saying that you don't have enough permissions to qualify a lead. For more information, click on Download File and then scroll down in the window to get your log file.
