I want to access this path Inventory Management>Periodic > Clean up > Change location profile, what access or role should i add to have an access on it?

The last three options in the clean up section are indeed not part of standard Dynamics AX. We don't know about the source of these features; also not how the security is implemented. When the menu item is visible and you get an error, it can be related to table or class methods access. As you can see the menu item, there is a privilege created, but I don't know which one and what details are added. Possibly contact your vendor and ask what has been added and get it sorted by them.

This looks like a customized functionality.
I cannot see this in my demo/test environment.
Please talk to your developers who created that functionality to clarify how you can get access and what this feature does.
