Trying to publish our Business Central ISV offer on the Marketplace but Cyprus has not been added into the available markets. So we cannot publish our app for Cyprus Customers on BC SaaS.
This is most probably a mistake from Microsoft but we had no luck in pushing this issue through a support request.

I would suggest to you to create your marketplace and sell your product there. It might be useful for you and your company. More productive I would say

Than you should open a supportcase in the MPN site and ask Microsoft for assistance with it there.
More of an operational issue than a product issue.
