Business Central does utilize the record locking of the MS SQL server.
I think, because both products are from the same company, the dev team in Copenhagen decided to make use of functionality that's already available instead of inventing the wheel again.
In regards on the impact on performance. Yes, that's an issue that has often been reported. It depends always how many people do work in the same areas of Business Central. 100 people across all modules is OK, but 100 people entering Sales Orders only is to much. It's also a problem of bad programming when you have customizations in a database.
But Microsoft is aware of this problem and invested time to find a solution which Microsoft published with the major April release this year. So, everything you did hear was some kind of true, but might be resolved.
It also important to consider this as a general problem of business software that utilizes a MS SQL server. The legacy system of my current customer (it's not NAV or business central) does cause a problem once a month: When the finance department runs some reports, the warehouse can't operate.
