I'd like to create a custom web template but still enable comments on the page - is there a special tag I can use in the liquid template to render the comments functionality?

Did you try to see the forum web template which is installed part of your solution.. try to mimic the same . If not possible then we need to create an entity to store the the comments on that .And you can retrieve the comments in liquid using fetch .

Yes it is possible, but not OOB. It would require custom code using liquid to either display the existing comments or show a new comment form.
Hi Syed, as far as I can see the Forums page template is of type Rewrite and not Web Template so there is nothing to copy/mimic from there...
