I am having a difficult time locating the securtiy window to grant access to new reports so that users can access them. Where is that located within GP 2010?

This will depend on how security is configured in the system around SmartList Builder objects but will either be Administration > Setup > System > Security Tasks or Security Roles.
A Security Task will have to be setup granting access to the SmartList Builder object and then this Security Task assigned to a Security Role.
I always refer to Victoria Yudin's excellent blog, because I keep forgeting how to when i crreate new ones.

One additional thing I found out through trial and error was that you have to install the Smartlist Builder component on each work station for that user to see the new object.
