    Hi,

    1. Please first check the security role assign to your user have the access  “Write” on the Marketing list.

    2. Create a new Marketing list and select  “Target At” as “Lead” and Save.

    3. After saving the record go to Members section and check the right side of top Plus + sign to add the list.

    4. If plus sign + is not there it means you don’t have any leads to add in Members. So please first create few leads and then recheck the Members you will get the Plus sign to add the members.

RE: Unable to add the Leads in Dynamic marketing list

    Hello,

Welcome to Dynamics 365 and great that you start asking questions!

You are using the core (marketing) lists functionality that is available across many app in Dynamics 365. After saving the lists with the attributes you describe in your question you should find the action "Manage Members" at the top of the form. This allows you to specify the dynamics query that will identify the Leads you are interested in.

Dynamic lists will be evaluated when used - when you look at the members in the Members TAB or when you use the lists in the classic Sales scenarios like Campaign and Quick Campaign.

Please note: If you are using Dynamics 365 Marketing, we recommend to use segments instead of Lists in order to define your marketing audience. Please find here a comparison of lists and segments.
