Will SL2018 CU3 work with either Windows 2019 or SQL Server 2019?
Windows Server 2019 is supported.
However SQL Server 2019 is NOT supported. Only up to SQL Server 2017. I've heard from people who state that the Database Maintenance processes will not execute on SQL Server 2019.
The above 2 points are in the System Requirements document, I'm not sure what Mark was reading but SQL Server 2019 is not on the list.
The System Requirements doc that comes with CU3 says yes.
