That's country specific.
In my home country we have to withhold the money for certain kind of transactions mainly because the government wants to ensure that they get their taxes especially when dealing with small companies or self employed little vendors

Does it apply to payables only? or would it apply to receivables as well?
i.e. In AX, is it normally an AR function, or an AP function?
