CRM 2016 SP1 missing custom ribbon command

HI,

I noticed that custom ribbon command is missing in CRM 2016 SP1 without any changes. Only difference i noticed in this environment is the latest security update KB4489881 compared to other environments. Anybody noticed any issues like this?
