Bill of Material % overhead

I have a client who needs to use % of material to be added to BOM (i.e. freight cost, warranty). I have contacted support and they don't seem to have a way to have this work in the BOM. I've tried adding the % as a component inventory with all sorts of costing method, using product class and other combinations. Every time, my BOM production process this as dollars and not percentage. I have BOM setup for material overhead as applied % as used. Any suggestions? Thanks!
