We have downloaded the SharePoint 2013 Update and installed it. The SharePoint Central Admin site is also running, see screenshot below but the validation still fails.

I went ahead and uninstalled Sharepoint, reinstalled the pre-requisites in the order listed on the link, reinstalled Sharepoint Foundation 2013, validation passed.

I'm actually running Sharepoint Foundation Server 2013 and I'm able to open the administration center including the team site. I'm able to browse the team site without an error as well with no proxy errors.
Just to clarify, this is a stand-alone VM lab environment running Windows Server 2012 R2, SQL Standard 2014 and Sharepoint Foudation 2013.

there are steps to check :
Verify that you can open SharePoint 2010 Central Administration on the Enterprise Portal server.
Verify that you have the appropriate permissions to create sites by using SharePoint 2010 Central Administration to create a SharePoint team site.
Verify that you can browse the team site without prompts and resolve the URL without proxy errors or other problems.
If you intend to deploy or configure Enterprise Portal at a command prompt, verify that you can start the SharePoint 2010 Management Shell.
