Does CLR need to be enabled on SQL Server?

We recently updated to GP 2013R2 and our DBA noticed during a security audit that the common language runtime was enabled in SQL Server.  Can anyone confirm that it is only needed for workflow and that we can turn this off in SQL Server if we are not planning to use the workflow features at this time?
