Unable to modify a users Home screen

I've attempted to Customize the Home screen display for a user.  4 panel display..Quick links, reports, etc.

The customization works for all my users except 1.  I have amended the settings for the one, but they wont take in GP.  I attempted the change via"Customize this page" ...oh, and I continue to refresh the page and re-login

    I might be a permissions issue with the user that you are logged onto the cmputer with - not being able to update one of the Background files.

    I dont recall having issues when I correct for a user on set up as Admin - but I dont recall as a user having the correct permissions getting this problem.

    I've occasionally seen this where any changes are ignored. The workaround is to change the user's homepage role; after you've done this it can be customised like normal.
