Can replacement key created while primary key exists? I check in ax 2012 R2. Does not seem to work.

Yes, in general you can have primary key and replacement key on the same table. What is you current scenario which fails, please give us more details. Please see MS doc: Table Keys: Surrogate, Alternate, Replacement, Primary, and Foreign
