Is there capability in Business Central to configure permissions so that users cannot amend or delete Notes created by other users against records?

As far as I know this cannot be done with standard.

If you really need it, you need to customize it.

you could try exporting all permissions and identify if any are controlling notes. Then exclude it from users.
