We have an issue where nav refuses to launch. it's stuck at the splash screen for 2013. We've installed, reinstalled, and tried to remove it from everywhere (though we couldn't find a registry entry for it) for a fresh install. when installing it for the first time, it never generates the folders. it never gives an error and the user can use their account on a different computer.
