Azure notification for changes in user data in Azure AD

Based on the link below my external API is hitting when there is change in user from Azure portal.

https://docs.microsoft.com/en-us/graph/webhooks

But when there is change in user details on AD on premise and after synch to Azure AD through Azure AD connect automatically, it is not notify to my external. Is it a bug in this feature?
