Fixed reorder quanity does not work properly

I checked the fixed reorder quantity reordering policy for a particular item. Even though there is inventory available for the item, still it suggests planning lines for reorder quantity in the planning worksheet. This is a new item. Only one item ledger entry is there (Purchase transaction to increase inventory). 

Example:-
 

item invenory - 92
Location - unspecified
Reorder Point is 15
Reorder Quantity is 20
 
 
When /Regenerative plan/ is ran on the planning worksheet, it suggests a planning line with 20 (purchase order)

Does anyone know the reason for this?

    Hi,
     
    Do you have demand on the system that falls within the dates you are running on the planning worksheet?  The demand could be coming from sales orders, transfer orders, production order component lines or indeed a demand forecast?
     
    Checking all of this might determine whether you then fall below the reorder point of 15 which will suggest the reorder quantity of 20.
