Cannot create a record in Performance journal (HcmPerfJournal). Security policy permission denied.

Cannot create a record in Performance journal (HcmPerfJournal). Security policy permission denied.

Manager and Employee can create Goals but System Admin, HR security role can't.

Could it be a change was made within Security Configurations?

    Make sure they have access to the HcmPerfJournal_HRMaintain privilege.  It is part of the Maintain the performance journals for all employees duty out of the box.
